Grounded Generation And Wizard Hardening
Document generation is now more reliable, more grounded in retrieved FAR support, and less likely to stall on longer packages.
- Moved initiative and package document generation off the older tool-loop drafting path and onto deterministic FAR retrieval plus direct drafting.
- Added explicit grounding checks, repair passes, and authority validation so generated documents are less likely to include unsupported FAR citations.
- Hardened wizard behavior around procurement-path resolution, PSC lookups, and long-form package generation for simplified and full-FAR procurements.

Quick Chat History And Recovery
Quick Chat now starts a fresh session while making saved conversations easier to resume and less brittle during transient errors.
- Quick Chat starts a new chat again instead of silently dropping users into an older thread.
- Added a recent-chats list inside the chat workspace so saved advisory conversations are easier to reopen.
- Improved session persistence and response parsing so transient server errors are less likely to show up as raw JSON failures in the chat UI.
